Just wanted to say I finally got it all working.

I went to the store and picked up the diode and resistor, planning on
pulling AV Control or Ys high, however it turned out this wasn't
necessary.  Perhaps the TV requires one or both of these inputs to be
pulled high for the cable to work with it, but it turned out the
XRGB-2plus did not.  So yesterday I also picked up an XRGB-2plus
upscan converter, and the cable just worked as it was!  So I am now
successfully viewing my IIGS display on my VGA LCD screen.  It is
pretty wild seeing the IIGS screen on my LCD panel.  I will upload
pictures to the web eventually and post the URL.
