There is plenty of room on the disks and on the backup system, as the
server is operated by the Finnish government, but I only have limited
time for sorting out uploads.  Many people do not provide any
descriptions of the software they are uploading, and I don't want to
turn the archive into a scrap pile by just putting the files there
without checking them first and documenting them.

In other words, uploads are welcome if you also provide adequate
documentation for them, at least a couple of lines of text, such as
the name of the author, approximate date of publication, what the
program does, how to use it, etc.
