I think that both chips were supplied with the card with purchase.
However, most people lost the extra chip since they thought they
never would change the GS ROM version.
When I bought my GS RAM card from a private party, the card didnt
work because it had the wrong chip. I remembered, however, that the
fellow had another chip lying around that he didnt know what it
was for. So, I went back to him and picked it up and replaced old chip.
Yes, you guessedd it: Voila the card worked with  my  GS ROM version. 
So, I now have both chips. (However, I dont remember where I put
the old chip. sigh)
