Define "usual utilities". Copy II+ almost certainly won't be able to
access a server. Apple II System Utilities should work, as should
AppleWorks, ShrinkIt and several others.
You have to boot from a disk which is set up correctly with the ATINIT
file that hooks the network interface into ProDOS. This should be done
automatically if you are booting from a server, but won't work with
booting from a local volume unless you copy the appropriate ATINIT file
onto your startup disk. For local booting, you also need the other
AppleShare utilities such as NAMER.II, CHOOSER.II, LOGON and LOGOFF.

If the IIe card can boot directly from an AppleShare server (using a
LocalTalk network connected to the LC's printer port) then adding a IIe
Workstation Card wouldn't achieve anything.
Is it even possible? I don't recall any Apple II slot being available
on the LC IIe card.
