I recently bought a Vulcan with a defective PSU and repaired it. I'm an
electronic tech by trade.
The problem was originally a poor solder joint in part of the AC input
section. Arcing there blew a diode and transistor farther in. You may be
able to fix yours by looking for poor solder joints. I found a lot of them
besides the one causing the problem, which I found by seeing the brief arc
when I turned on the power.
