Actually, the Caps Lock function should be implemented in the
firmware of the controller that interfaces the PC Kbd bus with the
Apple //e. The controller should detect "Caps Lock down" and
respond by switching to the "Caps Lock" keyboard translation
table and sending a message to the keyboard to turn on the
Caps Lock LED. The next "Caps Lock down" will toggle back
to the normal translation table and toggle the LED, etc.
