BXY files are not BINSCII files. They are ShrinkIt files with a 128-byte
"Binary II wrapper" that tells your Apple II telecom program's transfer
utility some miscellaneous info such as the filename and filetype. BXY files
can be SHK "file" compressions or SDK "whole-disk" compressions, and
ShrinkIt recognizes both. There are other variations, for example, BQY is a
QQ file in a Binary II wrapper (which BTW ShrinkIt can also handle just
fine.)
