The video circuit works independently of the CPU and reads memory
'between' clock cycles if I remember correctly.  The video circuit reads
memory and 'builds' the video signal based on the what bit pattern it
finds there.  The video circuit is independent of the CPU, although it
does allow limited control.  The CPU can access specific memory
locations in the 'rom' area and the video circuit will change it's
behavior.
