As the capacitors slowly go bad, a switch-mode power supply will start to make a 'sizzle' sound but function ok. Eventually it will either shut down or fail to turn on. If you open the power supply and look at the caps, the bad ones usually are swelled out on the top or will have 'goo' leaking out of them. The sound will change as the system heats up.
