Not at all. For the simple drives (Disk II, DuoDisk) these are control signals similar to the Shugart bus. The main difference ist that Shugart hat /Step, /Direction and /Track0 while Disk II directly controls the four step motor phases.

For the more sophisticated drives (3,5", UniDisk and HD20) these lines run a protocol called "Smartport". Here the step motor lines are used in a SPI-like manner to communicate with the drive's internal controller.
