If you mean some cc65 object  code by "serial library" I can't help you. I 
don't mess with cc65 much. I use the Aztec C65 cross-compiler for the Apple 
IIe and have been quite happy with it for almost the last 30 years...

If you wish to write and compile ProDOS 8 C programs for the Apple IIe for 
doing serial I/O,  the Aztec C65 cross-compiler for the Apple IIe has 
provided serial I/O support since 1984.

Download the following and look at the source code for the xfer utility and 
the tty utility:

Run the compiler under MS-DOS/Windows (or in an MS-DOS emulator like 
DosBOX).

Until around 1991 when I started using ProCOMM on my real Apple IIe to 
transfer files to and from my real IBM-PC using a null modem cable, the xfer 
utility is what I used to transfer files to ProDOS 8 or DOS 3.3.

I also used the Aztec C xfer utility that came with my Aztec C65 
cross-compiler for the C64 on my real Commodore 64 to receive files from my 
real IBM-PC.

So, we know this works in Aztec C and has been working for about 30 years.

However, don't expect to take Aztec C's object modules or object libraries 
and use them with some other cross-compiler for the Apple IIe.

1. To get started with the Aztec C65 cross-compiler for the Apple IIe first 
you may wish to download the following which is the 2013 update for the 3.2b 
cross-compiler:

4. The Aztec C65 compilers (both cross-compilers and native mode compilers) 
for the Apple IIe produce different types of programs that run (and do file 
I/O) inclusive of the following Apple II environments:

ProDOS 8
The Aztec C Shell
DOS 3.3
CP/M 80

Aztec C65 supports C and/or 6502 and Z80 assembly including inline assembly.

Aztec C65 supports overlay modules.

Aztec C65 comes with an extensive toolchain, and runtime libraries which 
support all the major Apple IIe graphics modes, auxiliary memory, etc. The 
utilities for transferring graphics images are are very comprehensive and 
come with tutorials.

Aztec C65 supports command-line arguments in programs that run under the 
Unix-like Aztec C shells for ProDOS 8 or DOS 3.3, or in the case of the CP/M 
80 compiler, under CP/M. The Commodores with the Z80 chip will also run Cp/M 
80 code (as well as C64 code produced by Aztec C65 for the C64).

Aztec C65 comes with complete source code for all its run-time libraries.

5. So back to your original question, the answer is no... not really if you 
are foucused an a specific environmnet, and not necessarily in writing Apple 
IIe C programs. But you can look at what I have made available and review my 
source and the Aztec C source for more information that may prove helpful if 
your goal is one of a broader nature.

But if it is a library that you want in the broader sense of the English 
Language and not just some object code go roam around my websites.
