It's been over 25 years, but I had a similar problem with my 6502 micro-controller project I designed in college.  I discovered that the Reset pin must be treated rather carefully, or the 6502 "wakes-up" in a brain-damaged state.  My fix involved making sure that the Reset pin was held low for a sufficient duration after power-up ...  if I remember correctly, it involved a simple Resistor-Capacitor set-up, but the details have escaped my memory ... I was partying rather heavily that year, and I woke up in a brain-damaged state myself many times as well!
