The video signals are carried on coaxial cables, whose shields are
typically grounded at both ends.
If all the grounds are connected together inside the connector shell, and
only the pin is missing, it won't make any difference. If the grounds are
not connected together, and the blue shield is floating on one end, there
could be some "ringing" or "ghosting" of the blue channel.
A multimeter could check the (disconnected) cable for continuity between
R,G, and B grounds, which would show whether the grounds are interconnected
or not.
