In an interesting twist the same people who sold me re-labeled chips 
while swearing there could have been no fakes sent me another set "from 
a different source". I tested a couple and they work fine at 20 MHz. So 
I'll try to mail the rest of the kits this week.

After the dust settled it appears I have one extra board left. First 
come first served.
