Those look like scientific and/or automation related. The first one has a large prototype area which seems the be the whole point of it so maybe for prototyping. The second one has two 6522 chips on it which are interface/serial vias that must interface the pins that line the top of the card. I would imagine these must have been interfaces for other specialized equipment but I couldn't fathom a guess as to what.
