As far as mounting and ports, ROM 3 will fit anywhere a ROM 0/1 will fit. A minor problem is that the ROM 1 was made to be able to a IIe power supply while the ROM 3 didn't have that connector. You could get around that by using a IIgs power supply.
What you can't get around is that they made the ROM 1 to be able to use the IIe keyboard. The ROM 3 can't use the IIe keyboard so you'd end up using an adb keyboard
Now if a person is dead set on having a ROM 3 in a IIe case then there is a way. The original IIgs keyboard used mechanical switches tied into some electronics. The IIe just used mechanical switches. So you could wire the IIe keyboard switches to to IIgs keyboards electronics. You'd be doing it one switch at a time. Probably take a couple hours or so to do.
I did the opposite 12-15 years ago. I had a towerized IIe and didn't have a decent looking keyboard for it. So I took a IIgs keyboard and and hand wired the keys to each other and a cable. The cable ended in a male DB25 connector and I had a another cable running from the connector to the IIe motherboard. The IIe needed 26 connections so I used the outside of the connector for the 26th connection. Also modified the IIe ROM so that the Clear key functined the same an on the IIgs. Still have that IIe.
