There is one huge obstacle that has not been addressed yet, and that is the IIe case itself.  There was a special IIe case made for IIGS upgrades that had all the corresponding ports to a IIGS motherboard, such as the drive port and adb port.  Upgrading an original IIe case means you will have to manually cut out the ports for the IIGS motherboard.  Which is quite difficult due to the thickness of the plastic.  These upgrade cases went for as high as $400 by itself on ebay and are extremely rare to find.

A ROM 01 motherboard meant for a IIe upgrade has all the extra connectors.  A IIe power supply connector and a IIe keyboard connector.  Otherwise, to use a standard ROM 01 or ROM 03 motherboard, you will need to adapt a power supply for it and use an ADB keyboard, which will need to have holes cut out of an original IIe case for them.

It was identified that the IIe in question has already been upgraded - so it either has the upgrade pan or has had the cutouts made already.

But yeah, as has been pointed out, not all ROM 01 boards had the extra connectors for older-style power and keyboard, and none of the ROM 03 boards did.
