The former, yes.  The latter, no.

I actually made my own BASICS disk recently; this one has a DOS 3.3 filesystem, and a trick that allows it to be bootstrapped either from DOS 3.3 or from reboot, even though it doesn't have a DOS 3.3 bootloader. (Similar to MECC disks from the mid-80s before they went ProDOS.)
