The Byteworks released "Talking Tools" which is IIgs Toolset that provides routines for producing speech using the Ensonic. I believe TML (of TML/Complete Pascal fame) had also released a speech toolset, but I've not sure of the details.
The "Talking Tools" are included on the Opus ][ CD but are available separately too I think.
There are also quite a number of children's educational titles for the IIgs that feature speech.
