I certainly agree with your "better safe than sorry" approach. ;-)
I just think its unrealistic to expect anyone to wait hours after a
power-down before working on equipment. Better to get experience in
discharging caps by shorting them...
I also work on powered-up monitors. Many adjustments and tests require that
the raster be visible.
Superstition related to electricity and shocks is all too common. Some good
experience--and a few good shocks, safely received--is a necessary
preparation for electronic work. (Though now it's an unusual circuit that
has more than 15v running around in it. When I started, 350v was quite
common, what with vacuum tubes and all. ;-)
