  You need to convert the BMP file into a IIgs specific format
(Packbyte, Apple Prefered...). Pehraps using a GIF file format before
sending it to the IIgs would be a better choice (file is smaller and
all Apple IIgs converters recognize the GIF).

  If you want to go to 640*200 16 colors dithered, use Super Convert.
If you want to go to 320*200 in 16 colors (among the 4096), you have
many options (Super Convert, Convert 3200...).
