Just offhand, I'd assume that the ROM04 would have an upgraded toolset included in the ROM.  That's something you could possibly source from the community.  

I'm not particularly familiar with the hardware changes (built-in DMA SCSI port? perhaps an onboard version of the Apple II high-speed SCSI card?), but one would think that there could be some driver/rom/os changes around that, which may have never been released.

Seeing as the biggest changes apparently were built-in SCSI and SuperDrive, I don't really see too much of a need or reason for a ROM04 emulator.  I would certainly be happy to support the development of another Apple IIgs emulator, particularly one that is a bit more cross-platform friendly. 

If I ever get a working accelerator for my IIgs, then it will already far surpass what the Rom 04 would have been... USB/Flash storage via CFFA, Ethernet via Uthernet, and accelerator speeds (the Mark Twain was to be 2.8Mhz I believe.) 

But hey, if you're doing it for academic/personal learning reasons, go for it.
