I'll give it a try.
The HAL generates a number of clocks/signals to control access to the RAM, CPU Phase 0 & 1, Q3, LDPS & VID7M.
The LDPS signal controls loading the parallel data from the video rom into the LS166.
The VID7M is used as a clock enable signal to control the speed that the parallel data is serially shifted out of the LS166 to produce a serial stream of bits (pixel) thats forms the picture.
