First off you can't use a PC 5.25 drive to create disks for the Apple II, they use entirely different disk schemes. The Apple II uses GCR and the PC uses MFM. Disks created by one method can't be read by the other.

ADT, or ADTPro, would be your best method to get Apple II disks to the Apple II computer. As long as you have a working Apple II, or IIGS, and a USB cable you can connect your PC to the Apple II and transfer the disk image to the Apple which will in turn save it to a real disk.
