I am happy with Windows Paint for what I do. It's dead-dumb simple and 
doesn't clutter-up my desktop. And for some reason it's also on other folks' 
Windows desktops so it is relatively easy to share utility programs to deal 
with Windows native bmp files without much further instruction. Since I come 
from a long career as a Windows and MS-DOS developer and Microsoft Partner 
and I am old and set in my ways, it's probably understandable that I am a 
fan.

I have used and developed in unixes since the '80's as well so I appreciate 
other perspectives but for what I want out of a paint program it is fine. I 
am not likely to be competing on the demo scene either... my interests are 
generally less exotic. Boring really.
