My only other guess is it is a video digitizer board.  Hard to tell
without seeing what's on the other end of the connectors.  Apple
magazines talked about video on the apple in '88 and '89 -- but that
could have just been the overlay board.  Maybe this was a related
prototype?  One of the custom chips has a copyright '86 stamp so
whatever it is, Apple spent years on R&D for it in some way shape or
form.
