Well, the Teleport and Votrax side of it seems straightforward enough.  You press Ctrl-V to engage the Votrax.  It checks $C201 for the presence of a serial card (I think; looks for the value #$58).  If found, it inits via writing a couple bytes to $C0AE (the ACIA, addressed via slot 2).
