I think I mentioned finding FPBASIC strings in Apple Panic. Well, if I didn't, I am now.

Well, guess what.

91E4.92FF corresponds to an image in memory of the APPLESOFT file from a 1980 DOS 3.3 system master, and 9400.A7FF is part of FPBASIC. It stands to reason that 9300.93FF could also be random junk. I'm gonna try ending the dump at 91E3 and see if it works.
