I assume you mean on the ProDOS file system, since GS/OS supports
multiple file systems.

Apple implemented a method of storing lower case letters (and spaces) in
ProDOS filenames for Apple IIgs System 5.0 which avoided breaking
compatibility with SOS, ProDOS-8 and older IIgs system software.

The "version" and "minimum version" fields in the directory entry had
never been used for anything important and were redefined as a bitmap
which indicates whether the corresponding character in the filename is
uppercase/period or lowercase/space.

see GS/OS Technical Note #8 (named "TN.GSOS.008" in my copy).
