Argh, solved the problem. Apparently a disk has to be in the drive
before you power on. I'm used to my //e where I just insert a disk and
hit ctrl+apple+reset and it will always attempt to boot from the drive.

No, the behavior is the same on a IIc+. But the timing on the keypresses is a little finicky... you do need to sit on the Ctrl-OpenApple before and after you press Reset. If you release them too soon, you'll just get a reset - and a little disk twiddle. But if you are successful with the three-finger-salute, you'll get a real disk boot.
