On an HP Deskjet 672C, Perforation Skip is DISabled with the following
command:
<esc> & l 0 L (The 3rd character is a lower case 'ell')
I would just send this as an AppleWorks special code from the Printer
Options menu in the Database Labels Report print module.
FWIW, upon looking at the manuals for the 672C, I didn't notice any DIP
switches for that model DeskJet. (Plus, you may not want that as your
default setting anyway).
Now, to re-ENable Perforation Skip:

Give this a try. I know from personal experience with my LaserJet 4050s
(PCL5) that disabling the perforation skip cleared up the page creep problem
when printing from a lot of my old BASIC programs.
