Jim Nitchalls did that in some of his games (Microwave being one, maybe Bug Attack too?).
I recently ran across one other action game that had running music during game play too, but now can't recall the name of it. But there are a few.
Pre-shifted, masked, bit-mapped shapes, with page flipping, was the ultimate (if using a full color background and moving). Shortcuts could be had if the background was black, or the shapes were all white (as was done in the early games). But the pre-shifted shapes in shape tables were a way to get speed.
I think used a scrolling tile system in the maze part of Alf, but I haven't look at that for so long.
