I was thinking about it. Not too hard - there is an example already. The not quite finished "Cyclone20" project that uses an ARM7 based production board (less than $100) to read/write very accurate raw data from 800 MB Amiga disks. Clearly there is less data to handle in case of an Apple disk.
What stopped me were 2 considerations:

1. If you have a real Apple and a serial card you can do it with no extra hardware. Probably all the protected disks are cracked long time ago.

2. This won't work with really tough protection like spiral tracks and weak bits.

So I don't think the world needs this device.
