The official line is that the browser provides an environment for application creation that's not controlled by Apple. Of course there's lots of stuff that the browser can't access ...

The Android devices have ports of Python, et al. for modern-day high level programming so they're the clear choice for those who value hacking. For myself, I'd rather code on my Mac (or Apple II!) and leave my iPhone as an appliance. I havnt' actually taken the leap into the Pad market yet; I'm always a few years behind the curve on such things.
