You would need to get permission from both Microsoft and Apple, to do it legally. (And, Apple can't give you permission for Applesoft BASIC. Why? Because their license to MS 6502 BASIC expired in 1997.)
In practice, you won't get a phone call back, but Microsoft wouldn't care. Apple might, though, actually.
What might work is to add an SD interface, if you don't already have one, and require the user to supply a ROM file on the SD card.
