It is an "expanded 80 column card" for the IIe. It has 64kB DRAM and a jumper connection that enables the 80 column text and double hires graphics modes which is already present in the system. 



FYI: although being mainly a Commodore man, I also own a IIc, IIe and
a IIgs. So there is still hope :)
In your IIe, there is a video expansion connector in the middle (or at the leftmost side for an US mainboard) that is designed to hold video and memory expansion boards.
