There's a few things being collapsed here which need to be cleared up.

Marinetti (the IIgs IP stack) is assembled with Merlin 16+. Merlin 16+
was released as Freeware. I went looking for it recently and found it
here:

However, the IP stack stands alone and programs call it like a
toolset. There are toolset interfaces for all the common IIgs
languages including CompletePascal, Orca/M, Orca/C, Orca/Pascal, and
Merlin:

Complete Pascal is freeware that is hosted by Paul Zaleski
