Sure- if you have a shell account, all you need is a terminal program. You
can read mail and news, and use Lynx to get around the net.  You can
download files with FTP. This works with just about any computer.
I'm fortunate in that where I live several ISP's run on Linux and include
shell access with a dialup account. To use the shell, you need to learn Unix
commands.
