Make it a policy not to send the item until you receive payment.  Put
that in the description.  In my experience, most people are willing to
do business that way, particularly if you have good feedback.

I have also had a few buyers on ebay put me off for a lengthy period
because they couldn't afford an under $10 item.  It took a long time
before they responded to emails.  In my opinion they shouldn't have
bid if they couldn't afford the payment.  But as long as I have the
item in hand I'm only dealing with the frustration of finishing the
deal and wondering if I should reauction the item.
