depends. With the standard apple gs/os software, ya can't format an
ms-dos 1.44 floppy. Ya CAN format it as a 1.44 prodos or 1.44 hfs mfm
disk - which an IBM drive can physically read, bit won't be able to make
sense of without some sort of device driver/file system translator.

BEST way to share data is get a GS/OS desk accessory called MUG. It lets
you read, write and format MS-dos disks.
