LC IIe card

I have an LC IIe card in a Performa 575 running system 7.5.5 with and external
IIe 5 1/4 drive. I have downloaded the driver software from the apple.com site
and installed it several times. I have my hard drive partitioned to include a
32mb PRODOS partition. My problem is I cannot get the control panel to come up
to set preferences for the card. The card will boot from the external drive,
but I can't set up access to the harddrive. I have looked throughout my Mac
system files and can't find the control panel. Do I need to down load it
seperately? Where do I get the control panel? The soft ware I down loaded from
apple is Apple IIe startup(I believe version 2.1.2).
