AFAIR the BASICS disk came with Apple Pascal, not with DOS 3.3.
Naturally the BASICS disk was in Apple Pascal format.

The BASICS disk predated DOS 3.3 - it loaded the BASIC (Integer or
APplesoft) which wasn't present in the ROM's into the Language
Card, then it loaded a small "boot PROM" code segment so you
could continue by booting into DOS 3.2
Thus the BASICS disk did in no way depend on DOS 3.3; however the
Apple Pascal system did have the same disk controller card PROM
upgrade as was later included with the DOS 3.3 upgrade.
