OK, first off you will want/ need a 3.5" diskette for the IIgs.  Second,
you can purchase GS/OS diskettes form www.synercomm.com and other places
on the net.  Someone here may be able to assist you initially for the
cost of postage and diskettes.

If you have PC with Web access you can download the system disk images
you'd need to create bootable disks.  Likewise you may need a serial
card/null modem cable to send the disk images to the Apple.  I
personally have transferred DOS33 using only a Super Serial card and
modem cable form my windows box.  Check out the ADT read me files to
find out how to do this.  You will of course still need a 5.25" diskette
to format one DOS is transferred.  (Transfer DOS, Format diskette,
transfer ADT program, Send disk images of other OS or programs to your
Apple II.)

The IIe sounds as though it has a bad power supply or something is
shorting it out.  As Byron suggests, pull out all the cards and see it
it still turns itself on and off.  If so, you have a bad supply, if not,
then one of the cards is bad or improperly installed.
