Nope. Apple Pascal 1.3 has many improvements over earlier versions, but
it still runs under its own operating system, uses its own file system,
and has the same user interface which Rob was complaining about.
If Rob had been using version 1.1, it might be worth looking at 1.3,
because its support for 128K RAM makes it a lot easier to write large
programs without having to worry about the compiler running out of
memory.
