The IIe power supply has a wire inside that you cut to switch it over from
120 to 240.  I would guess that the IIGS power supply is similar, but having
never owned one (mine's a "stealth GS"), I can't say for sure.

Given that nearly every machine since has a switch on the back to switch
supply voltage (and given that you could retrofit such a switch onto an
Apple II power supply), the question that then pops up is why Apple didn't
bother putting this switch in at the factory.  (It doesn't need to be on the
back panel...if you had to pop the lid to flip the switch, it would keep
someone in Europe, Australia, or whatever from accidentally flipping the
switch to 120 and letting out all the magic smoke.)

(That said, my American-spec IIe spent its first three years running off a
transformer in England and Germany.  While the computer could've been
adjusted, the Monitor II and Imagewriter AFAIK are non-adjustable.)
