Not necessarily, I am a PC/Apple II user, and have tried various ways to
transfer Apple files between these two platforms. I discovered a program
for the PC called Conversions Plus Suite from Dataviz,
http://www.dataviz.com/products/conversionsplus/index.html. It contains
translators for many different programs, and it will format and read Mac
disks!
Actually if she is using a Mac it would be easier to use a Mac program
than an Apple// program to make the transfer. The Mac folks would have a
better idea than we would as to what is currently appropriate. OTOH, if
she was using an Apple then your solution would be just as good.
With all the bases covered I'll try to give a general answer.

You have two issues. Conversion and transition.
What you need is a program to do the conversion. This can be done by most
semi-new graphics programs rather than doing it on the PC. The PC
programs may be ignorant or the original file format. I would suggest
using the original computer to do the translation. Normally there are
three file formats to consider. GIF, JPEG (JPG), or the new one PNG.
Next you have to get the picture from one machine to another. If you are
using Linux or BSD, they can directly read the 1.44 Mb floppies if they
are formated as Mac disks. I gather people are working on the ProDOS
translation. If you are using Windoze (you'd have my condolences), you
need to use a 1.44 Mb PC formatted disk since the operating system is so
limited when it comes to compatability. Be aware this may mangle the
file name. If all you have is the 800K (768K) floppies then you are out
of luck for the direct method. A couple of indirect methods would be to
upload the picture to the net with the first machine and download it
with the PC. Another method would be to connect the two machines to a
LAN and do it that way. The last method would be to connect the two
machines via null-modem cable and use terminal software to make the
transfer.
Hopefully this was generic enough to be useful to everybody.

What I use to transfer files between the two computers is a Zip disk. My
Apple IIgs has a SCSI card and SCSI zip drive. Since the IIgs can read
HFS drives, I just format the disk on the PC using Conversions Plus, put
my Apple files on it, and walk over to the IIgs and pop the Zip disk
into the Zip drive.
My SCSI controller can only handle one device so I never considered this.
If these Apple Quick pictures are on an HFS formatted disk, Conversions
Plus would be able to see the file, I don't know if it would allow
viewing of the picture, however. Do you have any Photo programs?
Possibly one of them would be able to display the pictures.
On the Apple we are kind of limited in terms of what is available. There
is a picture for the Second Sight card. There is also 3200 convert and
SHR convert for the regular GS. There is a GIF viewer for the 8 bit
machines. All things considered the results aren't bad. I wouldn't mind
getting my hands on a 68K graphics program for my Macs. As it is I am
limited to Greyscale until I get another video card.
