This is normal behaviour for the Apple IIe.

I don't recall whether the IIc behaves the same way, but when I got my
first IIgs, I was pleasantly surprised to find that the delete key
behaved like backspace while in Applesoft BASIC (and other programs
which use the same line input routine).
