I don't know why this would be the case - you are certainly supposed to
be able to network boot a ROM 1 IIgs.  For that matter, you should be
able to network boot a ROM 0 IIgs, though it wouldn't be able to run
GS/OS, and its AppleTalk firmware is rather buggy, so it may be flakey.

ROM 0 and 1 have the bare minimum firmware required to support network
booting, and nothing more.  ROM 3 has a more complete AppleTalk
implementation in ROM.

It is possible that Apple may have broken support for ROM 1 network
booting with more recent versions of the AppleShare "Apple II Setup"
software.  Going back to an earlier IIgs system version (e.g. 5.0.2)
with its matching Apple II Setup disk might solve this.

System 4.0 didn't support AppleShare at all, but System 3.2 (the last
IIgs System which used ProDOS-16) did, and was able to be network
booted.
