I think the easiest difference to identify is the battery location. Pop the
top and look at the system board, just to the right rear of the powersupply.
If you see a battery, you got lucky and found a ROM 3.  The original system
board had the battery located under the powersupply.  In my experience, the
vast majority of IIgs's I've found have been ROM 1's, either original or
upgraded from ROM 0.
I found a pile of IIgs's at a sale of school surplus, so I just popped the
top and looked for the battery. Out of about 10 IIgs's, only one was a ROM
3.
