I finally found a reference about Prodos 8 prior to version 2.0.1 don't
recognizing more than 2 smartport devices:

This is confirming that only four devices could be seen by the Apple
2c+ when
using Prodos 8 version 1.x.x.
The maximum number of (storage ?) devices managed by Prodos 8 seem to
be 14
according to the technical note.

What continues to be confusing is that my IIc + is managing a total of
(4) devices on the slot 5 SmartPort with ProDOS 1.x. That tech note
implies that two should have been the limit. It's mapping S5,D1 S5,D2
S2,D1 and S2,D2.

the ROM phantom slots devices, independent of ProDOS 8.

Which directly contradicts what others have been claiming - so, I'm just getting more and more confused.
